MINUTES OF A MEETING OF THE PLANNING ENVIRONMENTAL AND GENERAL

PURPOSES COMMITTEE HELD ON MONDAY 5 SEPTEMBER 2016

 

Present:           Clr Noon (Chair), Clr Bampton, Clr Maxfield, Clr Murgatroyd and Clr White.

 

Although Clr Haigh is not on the Planning Committee, he attended the meeting to listen to the discussion relating to Planning Application No. 2016/92208.

                           

Public Session – There were five members of the public present.  A report is held in the public file.

 

16/31     NOTICE OF MEETING.

Public Notice of the Meeting was taken as read.

 

16/32     APOLOGIES FOR ABSENCE.

Apologies were accepted from Clr Butterfield.

 

16/33     DECLARATION OF INTEREST.

Clr White declared an interest in Planning Application No. 2016/92450 as he is the applicant.  He would leave the meeting while the discussion was taking place.

16/35     PLANNING APPLICATIONS.

The Committee considered the following planning applications:

 

Planning Application No. 2016/92208 - Erection of detached dwelling at land adjacent to

7 Manor Houses, Mill Bank Road, Meltham for David Barnes.

 

It was noted by all that the developer had accepted that part of his application encroached onto the Town Council’s land and so he had been obliged to serve notice on the Town Council and this had the effect of re-setting the start date of the application.  The Town Council agreed to consider the application again so that the developer could attend the meeting and hear the concerns of local residents and that of the Town Council.  With regard to the boundary issues, the Clerk had e-mailed the developer prior to the meeting asking for clarification that the development would not be built on the Town Council’s land as the proposed development appears to be encroaching on to the property of Meltham Town Council.  The boundary should be one meter from the tarmac edge of the drive into the grassed area where the development is based.  Kirklees Planning Officer had confirmed that a retaining structure for the car parking area would fall into to the Town Council’s land.  The developer had not replied to the Clerk’s e-mail but advised at the meeting that the plans had been amended, (the Planning Officer advised that this was not the case after the meeting).  After further discussion it was

 

RESOLVED:     The Council OBJECTS to the application on the following grounds:

- overdevelopment of the area,

- there are serious access concerns on Mill Bank Road and in particularly up to Back Lodge Cottage during construction, (access at all times is included within the Deeds of Back Lodge Cottage).

- there are serious highway safety concerns, Mill Bank Road is extremely narrow at the point of access to the proposed development.

 

Planning Application No. 2016/91882 - Erection of commercial building at Meltham Mills, Meltham for Mr Bamforth.

 

RESOLVED:     The Council supports the application.

Planning Application No. 2016/92450 – Demolition of existing garage and erection of double garage at 7 Sefton Lane, Meltham for P White.

 

RESOLVED:     The Council supports the application.

 

Note.  Clr White returns to the meeting.

 

Planning Application No. 2016/92519 - Change of use of first floor from shop (A1) to one apartment (C3) (within a Conservation Area) at 1-3 Station Street, Meltham for Kingsman Homes.

 

RESOLVED:     The Council supports the application.

 

Planning Application No. 2016/62/92548 - Erection of a single storey rear extension

at 2 Hall Close, Meltham for Mr & Mrs Quesne.

 

RESOLVED:     The Council supports the application.

 

Planning Application No. 2016/92712 - Discharge condition 4 (retaining wall) on previous permission 2016/91035 for Erection of three storey rear extension at 23 Hall Close, Meltham for G Farnell.

 

RESOLVED:     The Council noted the application.

 

Planning Application No. 2016/92724 - Installation of new windows and doors and internal alterations (Listed Building) at 10 Slaithwaite Road, Meltham for H McClelland.

 

RESOLVED:     The Council supports the application.

 

Planning Application No. 2016/92725 - Listed Building Consent installation of new windows and doors and internal alterations at 10 Slaithwaite Road, Meltham for

H McClelland.

 

RESOLVED:     The Council supports the application.

 

Planning Application No. 2016/92776 - Erection of conservatory to front at 3 Mile End, Meltham for Mr Minney.

 

RESOLVED:     The Council supports the application.

 

Planning Application No. 2016/92857 - Discharge of conditions 3. (materials),

4. (highways), 7. (materials), 8. (soakaway), 9. (land contamination) and 22. (arboricultural method statement) on previous permission no.2015/92638 for erection of 2 pairs of

semi-detached dwellings (4 no. new dwellings) at land at Station Road, Meltham for Abacus Stone Sales.

 

RESOLVED:     The Council noted the application.

              The following applications were noted:

- 2016/92604 - Works to TPO(s) 17/93 at Land adjacent to Holmfirth Road, Meltham for

A Saxton.

 

16/37     CORRESPONDENCE AND DECISIONS TO NOTE          

The Clerk advised of the following recent decisions:

  • 2016/91677 – erection of detached garage with studio/gym over Queen Marys Farm, Slaithwaite Road, Meltham – refused.
  • 2016/91730 – erection of a two storey rear extension at 55 Matthew Lane, Meltham – granted.
  • 2016/91884 – listed building consent for demolition of toilet block, formation of opening with ramped access and alteration to existing windows at Bent Ley Mill, Bent Ley Road, Meltham – granted.
  • 2016/91993 – demolition of dwelling and erection of two detached dwellings at 125 Slaithwaite Road, Meltham – granted.
  • 2016/91994 – demolition of outbuilding / store and erection of detached outbuilding at 84 Mill Moor Road, Meltham – granted.
  • 2016/92027 – erection of single storey extension to side and rear, alterations to existing garage to form garden store and associated internal and external alterations at 51 Tinker Lane, Meltham - granted.
  • 2016/92216 – erection of two storey and single storey rear extension at 55 Heather Road, Meltham – refused.
  • 2016/93580 – erection of extensions and alterations (within a Conservation Area) at 9 Gill Birks, Meltham – granted.

  • Details of Agents Forum circulated by Kirklees Planning Department was issued to all members of the Committee by e-mail and members advised that they would find this useful and we should be included in the distribution list for this information.

  •  Peak Park Parishes Forum – AGM 24/09/16 at Bakewell.

  •  Details of Road Closure 125 to 127 Helme Lane, Meltham from 26/09/16 to 04/11/16 for gas main diversion.  Members discussed this closure and concerns were raised about the length of time and the problems caused for emergency vehicles and bus services.  The Clerk advised that she was seeking reassurances from Kirklees Highways Department and would report back.
