MINUTES OF A MEETING OF THE PLANNING ENVIRONMENTAL AND GENERAL

PURPOSES COMMITTEE HELD ON MONDAY 6 JUNE 2016

 

Present:           Clr Noon (Chair), Clr Bampton, Clr Butterfield, Clr Maxfield, Clr Murgatroyd and Clr White.

16/01     NOTICE OF MEETING.

Public Notice of the Meeting was taken as read.

 

16/02     APOLOGIES FOR ABSENCE.

All members were present.

 

16/03     DECLARATION OF INTEREST.

No declarations were made.

 

16/04     ADMISSION TO THE PUBLIC.

As printed agenda.

 

16/05     ELECTION OF CHAIRMAN AND VICE CHAIRMAN

In accordance with Standing Order No.43, nominations were taken for a Chairman. 
Clr Murgatroyd nominated Clr White – the nomination was seconded by Clr Maxfield.  Clr White nominated Clr Noon and the nomination was seconded by Clr Butterfield.  A vote was taken and by show of hands it was

 

RESOLVED:  that Clr Richard Noon was elected as Chairman of the Planning, Environmental and General Purposes Committee to hold office until the next Annual Meeting of the Council. 

 

RESOLVED:  that Clr White was elected as Vice Chairman of the Planning, Environmental and General Purposes Committee to hold office until the next Annual Meeting of the Council. 

 

Delegation of decision applies LG Act 1972 Part V1 s101a.

 

16/06     PLANNING APPLICATIONS.

The Committee considered the following planning applications:

 

Planning Application No. 2016/91499 - Discharge conditions 7 (boundary treatments) and

8 (Phase I Desk Study Report) on previous permission 2012/91986 for erection of detached dwelling at the former car park, Knowle Lane, Meltham for Towndoor Ltd.

 

RESOLVED:     The Council noted the application.

 

Planning Application No. 2016/91501 – Erection of first floor side and rear extension, single storey rear extension and vehicular entrance gates (within a Conservation Area) at Braystone House, 32A Wilshaw Road, Meltham for J Alexander.

 

RESOLVED:     The Council supports the application.

  

Planning Application No. 2016/91544 – Certificate of lawfulness for proposal to create additional living accommodation by closing in of an external balcony at 2c Larchwood, Knowle Lane, Meltham for Chris Goodswen.

 

RESOLVED:     The Council supports the application.

 

Planning Application No.2016/91571 - Erection of 2 storey side extension, front porch, conversion of garage/store to living accommodation and erection of rear decking at

129 Huddersfield Road, Meltham for C Latham.

 

RESOLVED:     The Council OBJECTS to the application on the grounds of overdevelopment of the site and also that the front elevation does not fit in with the character of the neighbouring properties.

 

Planning Application No. 2016/91574 - Discharge of condition 9 (Ground Levels) on previous application 2016/90798 for erection of two semi-detached dwellings at land adjacent to 2 Cheviot Avenue, Meltham for Eurolink Construction Ltd.

 

RESOLVED:     The Council noted the application.

 

Planning Application No.2016/91577 – Certificate of lawfulness for proposed single storey side and rear extension at 51 Tinker Lane, Meltham for Philip Greenwood.

 

RESOLVED:     The Council supports the application.

 

Planning Application No.2016/91580 – Discharge of conditions 7 (highway specification), 8 (highway layout), and 13 (walls, fences, screens) on previous permission 2014/92634 for variation of condition 2 (plans) on previous permission 2006/93156 for demolition of mill and outbuildings and erection of 23 townhouses and apartments with garages (partly within curtilage of Listed Building) at Former Albion Mills, Mill Moor Road, Meltham for Crystal Homes 2 Limited.

 

RESOLVED:     The Council noted the application.

 

16/07     WORK ON TREE PRESERVATION ORDERS (TPOs)

The following application was noted:

- 2016/91617 – Work to TPO(s) 06/04 at Italia Autosport Unit N9, Meltham Mills Industrial Estate, Knowle Lane, Meltham for Towndoor Ltd.

 

16/08     CORRESPONDENCE AND DECISIONS TO NOTE.

The Clerk advised of the following recent decisions:

- 2016/90700 – outline application for erection of four dwellings at land opposite 11 Mean Lane, Meltham – granted.

- 2016/90975 – erection of first floor rear extension (within a Conservation Area) at 133 Helme Lane, Meltham – refused.

- 2016/90778 – erection of single storey side extension with roof terrace over at 20 Hebble Mount, Meltham – granted.

- 2016/90871 – erection of agricultural building at Haddon Farm top land, Off Harrison Lane, Crosland Edge, Meltham – granted.

- 2016/91035 – erection of three storey rear extension at 23 Hall Close, Meltham – granted.

- 2016/90997 – erection of decking and extension of residential curtilage at 28 New Street, Meltham – refused.

- NP/K/0216/0183 – demolition of an existing steel portal frame agricultural building and reception of new building at Royd Farm, Magdalen Road, Meltham – granted.
