MINUTES OF A MEETING OF THE PLANNING ENVIRONMENTAL AND GENERAL

PURPOSES COMMITTEE HELD ON MONDAY 8 AUGUST 2016

 

Present:           Clr Noon (Chair), Clr Bampton, Clr Butterfield, Clr Maxfield and Clr Murgatroyd.

                           

Public Session – There were six members of the public present.  A report is held in the public file.

 

16/24     NOTICE OF MEETING.

Public Notice of the Meeting was taken as read.

 

16/25     APOLOGIES FOR ABSENCE.

Apologies were accepted from Clr White.

 

16/26     DECLARATION OF INTEREST.

No declarations were made.

 

16/27     ADMISSION TO THE PUBLIC.

16/28     PLANNING APPLICATIONS.

The Committee considered the following planning applications:

 

Planning Application No. 2016/92208 - Erection of detached dwelling at land adjacent to

7 Manor Houses, Mill Bank Road, Meltham for David Barnes.

 

RESOLVED:     The Council OBJECTS to the application on the following grounds:

- overdevelopment of the area,

- plans materially changed from the previously approved application – we understand that the previous application was for a two bedroom property and the new application is for a three bedroom one.

- there are serious access concerns on Mill Bank Road and in particularly up to Back Lodge Cottage during construction, (access at all times is included within the Deeds of Back Lodge Cottage).

- there are serious highway safety concerns, Mill Bank Road is extremely narrow at the point of access to the proposed development which would result in there being no pavements on either side of the road at this point.

- there are boundary issues – the proposed development appears to be encroaching on to the property of Meltham Town Council and the access to Back Lodge Cottage.  The boundary should be one meter from the tarmac edge of the drive into the grassed area where the development is based.

 

Planning Application No. 2016/92252 - Alterations to existing farm track, widening of existing access and provision of hard standing at Australia Farm, Wilshaw Mill Road, Meltham for L Bamforth.

 

RESOLVED:     The Council supports the application.

 

Planning Application No. 2016/92254 – erection of 24 dwellings at land off Colders lane, Meltham for Mr Kelly, J P Wild Ltd.

 

RESOLVED:     The Council supports the application.

 

Planning Application No. 2016/92313 - Certificate of lawfulness for proposed erection of two storey extension at 12 Harrington Court, Meltham for Roseda Properties.

 

RESOLVED:     The Council noted that the application had now been withdrawn.

 

Planning Application No. 2016/92326 -  Erection of single storey extensions to front and rear at 99 Wessenden Head Road, Meltham for Tristian Evans.

 

RESOLVED:     The Council supports the application.

 

Planning Application No. 2016/92376 - Erection of duo-pitch roof to outbuilding at

123 Slaithwaite Road, Meltham for P Margaglione.

 

RESOLVED:     The Council supports the application.

 

16/29     WORK ON TREE PRESERVATION ORDERS (TPOs)

The following applications were noted:

- 2016/92339 - Work to TPO(s) 61/93 at 15, Hall Close, Meltham for Stephanie Helliwell.

- 2016/92342 - Work to tree(s) within a conservation area at 6, Wessenden Head Road, Meltham for Susan Hobbs.

- 2016/92360 - Work to TPO(s) 50/95 at 41, Bishops Way, Meltham for Rev John McCarthy.

 

16/30     CORRESPONDENCE AND DECISIONS TO NOTE          

The Clerk advised of the following recent decisions:

- 2016/91501 – erection of first floor side and rear extension, single storey rear extension and vehicular entrance gates (within a Conservation Area) at Braystone House, 32A Wilshaw Road, Meltham – granted.

- 2016/91798 – Prior approval of change of use of agricultural building to one dwelling house and associated operational development at Waithe Close Farm, Thick Hollins Road, Meltham – granted.

- 2016/91907 – installation of fourth floor window at 5 Lower Sunny Bank Court, Meltham – granted.

 

-  E-mails from a local resident regarding the footpath by the Helme Lane development had been circulated to all members of Council.

 

- E-mail from Andy Wickham at Kirklees regarding the public open spaces at Sunny Bank Mills and asking if councillors would attend the meeting on 24/08/16 at Meltham Carlile Community Hub at 7.00pm to see if a community group could be set up to manage the open spaces.

 

- Clr Noon advised that Kirklees have regular Architects Briefings giving them updates about planning issues and asked if this could be made available to the Town Council.
