MINUTES OF A MEETING OF THE PLANNING ENVIRONMENTAL AND GENERAL

PURPOSES COMMITTEE HELD ON MONDAY 27 JUNE 2016

 

Present:           Clr Noon (Chair), Clr Butterfield, Clr Maxfield, Clr Murgatroyd and Clr White.

16/09     NOTICE OF MEETING.

Public Notice of the Meeting was taken as read.

 

16/10     APOLOGIES FOR ABSENCE.

Apologies were accepted from Clr Bampton.

 

16/11     DECLARATION OF INTEREST.

No declarations were made.

16/13     OBJECTIONS TO PLANNING APPLICATIONS FROM LOCAL RESIDENTS

The Council discussed various comments received in respect of the proposed development at

Mill Moor Road, application 2015/93861.  The Town Council had previously submitted an objection to this application and although they noted the comments from the local residents, they felt that no further action was required.

 

The Council noted the contents of an e-mail from local residents regarding a sign that had been erected by Hebble Mount advertising 30 new homes.  The Clerk had responded to the residents saying that this related to a previously approved application on the old Royd Edge Dyeworks and it was noted that some confusion had arisen over the placement of the sign and the proposed development near Hebble Mount. 

 

16/14     PLANNING APPLICATIONS.

The Committee considered the following planning applications:

 

Planning Application No. 2016/91677 - Erection of detached garage with studio/gym over at Queen Marys Farm, Slaithwaite Road, Meltham for Mr R Rahmatullah.

 

RESOLVED:     The Council supports the application.

 

Planning Application No. 2016/91694 - Variation of condition 2 (Plans) on previous planning permission 2012/91986 for erection of detached dwelling at Knowle Lane, Meltham for Mr Bamforth.

 

RESOLVED:     The Council notes the application.

 

Planning Application No. 2016/91730 - Erection of two storey rear extension at

55 Matthew Lane, Meltham for N Lyons.

 

RESOLVED:     The Council supports the application.

 

Planning Application No. 2016/91798 - Prior approval of change of use of agricultural building to one dwelling house and associated operational development at Waithe Close Farm, Thick Hollins Road, Meltham for Mr & Mrs B Bradley.

 

RESOLVED:     The Council OBJECTS to the application as the proposed development is in Greenbelt.  Members also feel that if the agricultural building is no longer required, then this should be demolished rather than converted.

 

Planning Application No. 2016/ 91815 - Discharge condition 8 (ventilation) on previous permission 2014/93959 for reserved matters application for erection of 88 dwellings pursuant to outline permission 2014/90722 at Land at, Helme Lane, Meltham for Barratt David Wilson Homes Yorkshire West.

 

RESOLVED:     The Council notes the application.

 

Planning Application No. 2016/91884 - Listed Building Consent for demolition of toilet block, formation of opening with ramped access and alteration to existing windows at

Bent Ley Mill, Bent Ley Road, Meltham for John Askew.

 

RESOLVED:     The Council supports the application.

 

Planning Application No. 2016/91907 - Installation of 4th floor window at 5 Lower Sunny Bank Court, Meltham for J Fielding.

 

RESOLVED:     The Council supports the application.

 

Planning Application No. 2016/91927 - Discharge of conditions 3 (Method Statement) and 6 (Doors and Windows) on previous application 2014/93554 for Listed Building Consent for various alterations at 3 Healey Houses, Huddersfield Road, Meltham for John Brooke Holding & Sons Ltd.

 

RESOLVED:     The Council notes the application.

 

Planning Application No. 2016/91994 - Part demolition of outbuilding/store and single storey extension to outbuilding at 84 Mill Moor Road, Meltham for I Earnshaw.

 

RESOLVED:     The Council supports the application.

 

Planning Application No. 2016/91993 - Demolition of existing dwelling and erection of 2 detached dwellings at 125, Slaithwaite Road, Meltham for M Garrad.

 

RESOLVED:     The Council supports the application.

 

16/15     WORK ON TREE PRESERVATION ORDERS (TPOs)

The following applications were noted:

- 2016/91758 – works to dead / dangerous tree to the highway at land off The Cobbles, Meltham for R Peaker.

- 2016/91802 - Work to TPO(s) 18/08 at 32 The Cobbles, Meltham for Michael Gold.

- 2016/91918 – Works to TPO(s) ME1/57 at 112 Mill Moor Road, Meltham for P Wood

 

16/16     CORRESPONDENCE AND DECISIONS TO NOTE.

- Footpath closure MEL/45/10 from Wessenden Head Road to Calmlands Road from 08/08/16 for four weeks to carry out urban footpath improvements.
